The Building Department is in charge of code enforcement. The Code Compliance team informs the public about these rules and works with residents to make sure they follow the codes and regulations set by the Board of Aldermen. Each complaint is thoroughly investigated to determine if a violation has occurred.
Code Enforcement Complaint Form
The Code Enforcement Complaint Form is designed to help us identify and address community-wide concerns, such as safety and health hazards. It should not be used to settle personal disputes with neighbors; the Code Enforcement Officer does not intervene in civil matters.
Code violation complaints can also be submitted to the Building Department over the phone or in person at City Hall. Most of the compliance work comes from complaints such as the following:

Common code violations explained:
- Dangerous and unsafe structures: Includes deteriorated, dilapidated, or improperly constructed homes, commercial buildings, or accessory structures that violate city ordinances, pose life safety risks, and are unfit for occupancy, often requiring removal.
- Litter and waste on property: Overflowing dumpsters, improperly stored garbage, or waste materials creating unsightly and hazardous conditions.
- Junk and debris in front yard: Inoperable or unlicensed vehicles, boats or trailers, discarded furniture, trash, and other debris visible in front yards, contributing to blight and safety hazards.
- Recreational vehicles: Violations of RV or camper use such as living or residing in a non-permitted area.
- Overgrown vegetation and weeds: Unkempt yards or vacant lots with excessive grass, weeds, and vegetation, leading to fire hazards, pests, and reduced property value.
- Sign violations: Unauthorized or non-temporary signs not complying with city ordinances, including signs in unapproved locations or obstructing sightlines.
- Construction without a permit: Building or renovation work (structural, electrical, plumbing, etc.) done without required permits, leading to unsafe and unapproved practices.
- Land use and zoning violations: Non-compliance with zoning laws, such as operating a business in a restricted zone or violating setback and development requirements, creating safety risks and legal issues.
