Bidding Process for City Purchases

The City of Osage Beach requires competitive bidding for all purchases and contracts related to supplies, equipment, and services, except as specified in City code. Contracts are awarded to the lowest responsible bidder.

  1. Public Notice: Requests for Proposals/Bids (RFP/RFB) will be published in the local newspaper at least five days before the due date. The City Clerk’s Office will also solicit bids from vendors on the City's Bidder List.
  2. Submitting Proposals/Bids:RFPs/RFBs must be submitted to the City Clerk’s Office before the deadline, following the specified guidelines. All submissions must be sealed and labeled with the RFP/RFB title. If the City issues a revision, notification will be sent via email or fax to all original recipients.
  3. Bid Opening: All RFPs/RFBs will be publicly opened at the designated time and date. A tabulation of submissions will be made available for public inspection.
  4. Bid Acceptance:
    1. The Board of Aldermen reviews and approves/rejects bids exceeding $5,000.

    2. The City Administrator reviews and approves/rejects bids up to $4,999.

Contracts are awarded to the lowest responsible bidder, considering price, ability, capacity, skill, character, integrity, reputation, judgment, efficiency, and experience.

Bidding Process for Disposal of City Surplus

The City disposes of obsolete and unusable personal property through competitive bidding, except where otherwise specified in City code. Surplus property may also be used as a trade-in for new purchases, but formal bidding procedures must be followed for the acquisition of new property.

The City utilizes various methods to dispose of surplus property, including online auctions, auction houses, and in-house silent auctions.

  1. Public Notice: Once the Board of Aldermen declares personal property as surplus, a public notice will be posted in the local newspaper and on the City's website at least five days before the sale.
  2. Submitting Bids: Bids must be submitted according to the specified process, deadlines, and selling platform chosen by the City.
  3. Bid Acceptance: The highest bid will be accepted, and payment must be made within the stated timeframe. Items not paid for or picked up within the specified period will remain City property.
